The Kyogle Recovery Centre will open Monday (4 April), Tuesday (5 April), Thursday (7 April) and Friday (8 April) this week.
Located at 131 Summerland Way in the front of the Kyogle Memorial Hall, the Recovery Centre is open 9am – 5pm. It’s services are available to everyone who has been flood affected, whether you normally live in the Kyogle LGA or not.
Services available at the Recovery Centre next week are:

Kyogle road update – afternoon 31 March 2022

Roads which were closed yesterday due to flooding, and which are now open are:
  • Hayes Road at the bridge
  • Gradys Creek Road at Main Creek
  • Needhams Road at Tooloom Creek Bridge
  • Mahoneys Lane at the bridge
  • Boorabee Creek Road at the first causeway
  • Bolziccos Road at the culvert
  • Walshs Road at the bridge
  • Taverners Road
  • Ryans Creek Road
Council also expects to re-open Clarence Way through the Yabbra Scrub this afternoon once road crews finish cleaning up a landslip.
Roads that remain closed due to flood damage are:
  • Boundary Creek Road
  • Simpkins Creek Road
  • Capeen Creek Road
  • Roseberry Creek Road
Council’s priority tomorrow will be to open all four of these roads.
Roads that Council expects to remain closed for some time, and which have alternate routes, are:
  • Geneva Street
  • Lions Road (at Murphy Standfield’s culvert)
  • Lillian Rock Road
  • Boomi Creek Road
  • Williams Road at Barker Bridge

Work restarted today on the Cawongla landslip remediation project. Kyogle Road will be closed at the landslip again tomorrow from 8.30am-3.30pm, and will re-open to one lane of traffic after 3.30pm. It will remain open all weekend and will close again on Monday, 4 April, from 8.30am-3.30pm.

Bonalbo Waste Transfer Station – Saturday 2 April 2022

Due to unforeseen circumstances, the Bonalbo Waste Transfer Station will close early on Saturday, 2 April, 2022.  The facility will operate from 9.00 am to 2.00 pm.  Council apologises for any inconvenience this may cause.

Kyogle roads update – morning 31 March 2022

The Bruxner Highway remains open to all traffic, although traffic is reduced to one lane under traffic light control at the Mallanganee Range and Rodgers Road.
The Summerland Way is currently closed at Reynolds Bridge south of Kyogle. It is expected to re-open in the next couple of hours.
Work has restarted today on the Cawongla landslip remediation project. Kyogle Road is closed at the landslip from 8am-4pm, and will re-open to one lane of traffic after 4pm. It is expected to be closed again tomorrow from 8am-4pm.
The Clarence Way has re-opened at all sites except at Yabbra Scrub where a landslip has closed the road. Council hopes to re-open the road later today.
Lions Road is closed at Murphy Standfield’s culvert. A landslip on the road has worsened and Council has to assess the situation.
Bentley Road is open to the Richmond Valley Council border, and the Mt Lindesay Road is open to the Tenterfield Shire border.

After peaking yesterday afternoon and receding, flood waters are on their way back up again in Kyogle and are expected to peak this evening. For road closures due to water inundation follow this link to the myroadinfo website.

Council has had to close the following road today due to flood damage:

Roads update – 28 March 2022

Heavy rainfall is expected throughout the Kyogle Local Government Area (LGA) overnight and all residents are urged to be cautious when driving.
The predicted rain may result in flooding, causing further damage to the road and bridge network and exacerbate existing issues.
Please take care and remember, do not drive or walk through flood water.
In a heavy storm on Friday, temporary repairs to Barkers Bridge on Williams Road were damaged and the bridge had to be closed.
Access to residents is still available via northern end of Williams Road or Link Road depending on your location. Council intends to undertake repairs next week.
Lions Road is down to one lane near the Border Loop after rain at the weekend worsened an existing landslip.
The bridge crew is expected to be working on the damaged Capeen Creek Road bridge tomorrow, weather permitting.
The damaged bridge has been isolating residents at the top end of Capeen Creek since the February 28 flood. Council hopes to have the damaged bridge open to traffic by Wednesday (weather permitting). The repairs to the bridge have been complicated by two load-limited bridges which stopped Council from getting heavy equipment to the site to repair the structure. Council had to put in place a side track around one of the bridges and repair the other, before the work crew could get to the third bridge.
Other roads that remain closed that have detours in place are:
• Lillian Rock Road (detour is expected to be in place long term)
• Geneva Street, Kyogle (detour is expected to be in place long term)
The weather prevented Council from working on the Cawongla Range landslip on Kyogle Road today, which meant the road stayed open all day. A decision will be made early tomorrow on whether work will restart in the morning. Council will advise the community via Facebook as early as possible.

Roads update – 25 March 2022

Work to replace the failed culvert on Dyraaba Road has been completed and the road has re-opened to traffic.
However, Dyraaba Road is still showing the effects of the floods and motorists are urged to drive with caution and to the road conditions.
The new Wynlea Road Bridge has also opened to traffic this afternoon. Council would like to thank local residents for their patience.
The bridge crew undertaking repairs on Mill Bridge on Capeen Creek Road has discovered the bridge was more damaged than first thought. They have worked on the bridge all day, and have re-opened it to traffic. However, it will be closed again on Monday, weather permitting, from 8am to 4pm, so the repairs can be completed.
The crew will then move on to the damaged bridge at the top end of Capeen Creek which is isolating landholders. The damaged bridge at the top end of Capeen Creek is still on track to open by mid next week.
Other roads that remain closed that have detours in place are:

Road update – 24 March 2022

Council is one step closer to providing road access to residents at the top end of Capeen Creek Road after today completing a bypass track for the load-limited bridge on Duck Creek Road.
The bridge crew will now undertake repairs on Mill Bridge, a second load-limited bridge which is preventing Council from getting heavy equipment to the damaged bridge.
Council will close Mill Bridge, weather permitting, from 8am to 4pm to expediate the work. The damaged bridge at the top end of Capeen Creek is still on track to open by mid next week.
Council accelerated work on the new Wynlea Road Bridge after the side track washed away during the flood. The bridge is expected to be open to traffic tomorrow afternoon.

Council is still working its way up Capeen Creek Road in a bid to provide access to residents living at the top end of the valley.
One of Council’s bridge crews is putting the finishing touches to the approaches of a bypass track on Duck Creek Road which will allow us to start work on the Capeen Creek Road load-limited bridge on Friday. Council will close the load-limited bridge from 8.30am to 3.30pm to expediate the work.
Council had believed the work on the bypass track was finished yesterday. Unfortunately, this was not the case and we apologise for the error.
Council still expects to re-open the closed bridge on the upper end of Capeen Creek Road, providing access to isolated residents, by mid next week.

A damaged bridge at the top end of Capeen Creek Road remains closed and continues to isolate residents.
The first of the two load-limited bridges on the same road, which are stopping Council from getting heavy equipment and materials to the damaged bridge, has now been bypassed.
Work on the second bridge will start tomorrow and Council expects to repair and re-open the third bridge by the middle of next week.
Work to replace the failed culvert on Dyraaba Road continued today. The road may re-open at the end of the week.

Tunglebung Creek Road will re-open to traffic this afternoon after work crews completed repairs to a  flood-damaged bridge on the road.

Work to replace the failed culvert on Dyraaba Road also started today. Progress so far has been better than expected and the work crew is hopeful the project will be completed by the end of the week. In the meantime, a detour via Old Dyraaba Road remains in place.

Council acts to address housing crisis

In a move designed to provide people with a wider range of safe housing options, Kyogle Council has revoked its temporary accommodation policy.

The removal of the policy will also give people displaced by natural disasters and who require temporary accommodation more options while they await more permanent housing.

Introduced in 2013, the temporary accommodation policy permitted landholders to live in temporary accommodation – sheds, caravans, relocatable homes, tiny homes – on their properties for just 12 months and only while a permanent dwelling was under construction.

Council unanimously resolved at its 14 March Ordinary Meeting to revoke the policy in response to the ongoing housing affordability crisis and the unprecedented February floods which have left up to 6,000 homes across the Northern Rivers uninhabitable.

Council’s Acting Director Planning and Environmental Services Amanda Clark said the Temporary Accommodation Policy was introduced before the housing crisis and did not take into account the wide range of living arrangements land owners had pursued since then.

Ms Clark said the policy had also effectively stopped Council from helping people, who were living in temporary dwellings on their property without approval, address health, safety and environmental risks, particularly in regard to water supply and waste disposal.

With the cancellation of the policy, Council will fall back on the Local Government Act 1993 and associated regulations which allow people to live in temporary accommodation on their property as long as they have Council approval and it meets set standards designed to manage health and safety risks.

The legislation does not limit the location of the temporary accommodation or the length of time people can live in it.

Kyogle Council Mayor Cr Kylie Thomas said Council was taking decisive action to help people in housing crisis and those displaced by the floods.

“This is immediate action from Councillors in response to the current housing issues,” Cr Thomas said.

“It provides a pathway for staff to work with residents to help them find a way out of the housing crisis and achieve safe, and healthy living arrangements.”

Council asks community to have a say on new Community Strategic Plan

What is your vision for the Kyogle LGA?

Council has started work on a new Community Strategic Plan, or CSP, for Kyogle and the villages and wants the community to have a voice in what it says.

The purpose of the CSP is to set out the community’s vision for the future and identify what Council, and its partners, will do to achieve those goals.

This is a community-informed plan, so we need your input.

The survey is only one way Council will be engaging with the community during the development of this plan.

Council staff will be out in the community during April and May meeting with community groups and setting up stalls at community markets.

Keep an eye out and come and have a conversation.

Council welcomes your input and feedback at any time. Once the plan is drafted, it will be put on public exhibition so you can provide further feedback before the Council will adopt the final plan in June this year.

Kyogle Council Roads Update – 16 March 2020

Work to replace the failed culvert on Dyraaba Road will start next week. The culvert collapsed in the floods and Dyraaba Road has been closed since.
Council expects it will take up to two weeks to replace the culvert. In meantime, a detour via Old Dyraaba Road remains in place.
Council has been unable to make the Lillian Rock Road landslip safe in the short term. The road will remain closed and the detour kept in place until a permanent solution is found.
Work on the Dugans Road landslip side track has been completed. Many thanks to the landholder adjoining the road who has allowed Council to construct the side track on their property.
Other roads that remain closed that have detours in place are:
  • Tunglebung Creek Road
  •  Geneva Street, Kyogle (detour is expected to be in place long term)
The situation on the Bruxner Highway, Kyogle Road and Summerland Way remains unchanged.
The Bruxner Highway continues to be restricted to one lane at two locations west of Mummulgum. Landslips have closed one lane of the highway on the Mallanganee Range and near Rogers Road east of Tabulam. Both lane closures are expected to remain in place for some time.
Kyogle Road at the Cawongla Range is closed to all traffic from 8.30am to 3.30 pm on weekdays. It continues to be open to one-lane of traffic outside of these hours and is open all weekend.
Summerland Way is restricted to one lane of traffic at Burnetts. The single lane closure will be in place for some time.
Council continues to assess its road, bridge and infrastructure network for flood damage, while working to restore access to isolated residents.

Successful voluntary house buy back scheme applicants identified

Council has selected the successful applicants in the current round of the Voluntary House Buy Back Scheme.

The scheme provides funding for Council to buy back houses identified in the Kyogle Flood Study as being at risk.

Council hopes to be able to run another round of the voluntary buy back scheme in the latter half of 2022.

Council recently completed the buy back of two properties in Walters Street and will be commencing the purchase of two more houses in Norton Street.

Funding for the Buy Back Scheme is provided through the NSW Department of Planning Industry and Environment under its Floodplain Management Program.

Road safety workshop people 65 years plus

A road safety workshop to help people aged 65 or over make safer choices when driving, walking, using a mobility scooter or catching public transport will be held in Kyogle at the Kyogle Community Centre (formerly known as Kyogle Seniors Centre) on Thursday 26 May from 10am-12pm.
The workshop is conducted by Transport for NSW and each attendee will have the chance to take up a subsidised driving lesson.
