Critical Producers Grant applications now open

Local primary producers and primary production enterprises impacted by the February/March severe weather can now apply for up to $100,000 to rebuild and recover under the NSW Government’s Critical Producer Grant.

The grants will be available to eligible primary producers in the key targeted industries of:

  • Agriculture – dairy, extensive livestock (sheep and cattle), intensive livestock (pork and poultry), apiculture and broadacre cropping
  • Aquaculture – oysters, mussels and fisheries
  • Horticulture – turf, vegetables, berries, cut flowers and plant nurseries, perennial tree crops (nut crops, tea tree etc)
  • Forestry – private native forests and timber plantations

Support available per sector is:

  • Dairy – up to $100,000 per applicant
  • Extensive livestock – up to $75,000 per applicant
  • Intensive livestock – up to $50,000 per applicant
  • Apiculture – up to $50,000 per applicant
  • Broadacre cropping – up to $75,000 per applicant
  • Aquaculture – up to $30,000 per applicant
  • Fisheries – up to $30,000 per applicant
  • Turf – up to $75,000 per applicant
  • Vegetables, berries, cut flowers and plant nurseries – up to $30,000 per applicant
  • Perennial tree crops – up to $75,000 per applicant
  • Private native forests – up to $10,000 per applicant.

The grants aim to help primary producers and primary production enterprises to remain viable and effectively recover to support the local and state economy.

Primary producers and primary production enterprises approved for the full value of the $75,000 Special Disaster Grant in the agriculture, horticulture and aquaculture industry sectors are eligible for additional recovery support through the Critical Producer Grant. Forestry support is available for private native forestry leaseholders and timber plantation owners.

Roads update – 15 September

Flood damage grading crews are working on Collins Creek, Gonpa, Pirlos, Dyraaba and Boomi Creek roads. Once those jobs are completed, the grading crews will move on to Main Creek, Ryans Creek, Old Dyraaba, and Brumby Plains roads.
Flood damage repairs to drainage and minor landslips are progressing on Sargents, Homeleigh, Connells, Needhams, Glen Arvin, Forest, Iron Pot Creek, and Morrows roads. Similar works are planned for the near future for Horseshoe Creek, Williams, Jasper Iverson, Gradys Creek, Lynches Creek, Ghinni Ghi, Nolans, and Whites roads.
Piling continues on the bridge site on Capeen Creek Road, with the centre pier currently being formed up. Piling on the new bridge on Duck Creek Road should be completed today, when work on the abutments will start.
Work to build a side track around the new bridge site on Pines Road is expected to be completed today. The crew will then move to Iron Pot Creek where they start work on another bridge side track.
Piling has been completed on the new Trynneys Bridge, and has started on Secombes Bridge, both of which are on Tunglebung Creek Road. Construction of the new bridge on Green Pigeon Road has been delayed slightly until the piling rig is able to get there.
Council’s culvert crew has replaced culverts on Hillyards and Collins Creek roads.
Road construction works are continuing on Clarence Way at Sandilands, the Bruxner Highway at Mallanganee Range and Dyraaba Road.
Pothole patching is occurring on Fawcetts Plains Road, Omagh Road and Clarence Way.

New SES flood warning system

A new warning system for floods will be introduced by NSW SES from September 30.

Roads Update – 7 September

There has been quite a bit of action on Tunglebung Creek Road this week. Council has completed the side-track at Seccombs Bridge and started piling at Tryneys Bridge. Once the piling has been completed there, the team will move to Armstrongs Bridge. The three bridges are expected to take several months to complete.

Piling continues at bridge sites on Duck Creek Road and Capeen Creek Road, while preparation works have started on Mills Bridge on Green Pigeon Road.

Ferndale Road bridge-to-pipe is now open to traffic and the works team will move to Dyraaba Road to repair the failed culvert that has closed the road 2.5km from the Bruxner Highway. Work to replace flood damaged pipes on Boundary Creek Road has been completed and the crew is now working on a culvert at the intersection of Afterlee and Brays roads.

Flood damage repairs to drainage and minor landslips on Oxbow, Homeleigh, Lindsay Creek, Needham, Brindle Creek, Simes, Sextonville, Iron Pot Creek, Morrows, and Kyogle roads are in progress.  Similar works are planned in the near future for Robb, Sargents, Williams, Hills, Connells, Jasper Iverson, Glen Arvin, Hillyards, Lynches Creek, Gradys Creek, Ghinni Ghi, and Nolans roads.

Flood damage grading crews are at Lofts Pinnacle, Collins Creek, Valley, Dyraaba and Boomi Creek roads. Eggins, Trenty, Old Dyraaba Brumby Plains, Main Creek and Glen roads are earmarked for grading next.

Council is also building an access track to undertake investigations at Lillian Rock Road landslip. In the upcoming week drilling rigs will be at several locations in the Gradys Creek area as investigations into repairing landslips on the road continue.

Road construction works are continuing on Clarence Way at Sandilands, the Bruxner Highway at Mallanganee Range and Dyraaba Road.

Council continues to patch potholes on Kyogle Road, Clarence Way, and Ettrick Road.

Roads update – 17 August 2022

Work has started on the construction of the new Curtis Dip Bridge on Duck Creek Road. This is the first of four new bridges that will be built on Duck Creek Road under the Fixing Country Bridges Program. Another three new bridges will be built on Capeen Creek Road in the same valley, with work on the first of those bridges expected to start next week.

Work in the new bridge on Bingeebeebra Road is expected to be finished this week, while work continues on new bridges on Lynches Creek Road and Campbells Road and the bridge to pipe conversion on Ferndale Road.

The completion of the new Cedar Point Bridge has been put back to mid-September while we wait for the bridge rail to be installed.

Works continue on construction jobs on Hootons Road, the Bruxner Highway at Mallanganee Range and Sextonville Road. The initial seal of Dyraaba Road (the first 2km from Dyraaba village) will start on Monday and will be ongoing for the next couple of months.

Pothole crews are working on Kyogle Road, Bruxner Highway, and Clarence Way.

Grading to repair flood damage is taking place on Mummulgum Creek Road, Farm Road, and Collins Creek Road. Drainage crews are working Williams Road, Barnes Road, Lions Road, Boomi Creek Road, Collins Creek Road, Iron Pot Creek Road, and Ryans Creek Road.

Vegetation control work is being undertaken on Clarence Way.

Council completed laying asphalt on a section of Anzac Drive yesterday and will lay asphalt at the intersection of Irwin Street and Kyogle Road today.

As announced last week, the Lions Road has re-opened to light traffic only. However, motorists have been warned to use extreme caution on the landslide-affected road, with traffic reduced to one lane at numerous locations.

Eight major landslips are affecting Lions Road, which has been closed since 1 July. While the landslips have been cleared from the roadway, they have not been repaired. Council has engaged Geotechnical consultants to survey the landslips and develop a remediation plan.

Applications open for Stronger Country Communities grants

Community groups, not-for-profit organisations and Local Aboriginal Land Councils in the Kyogle local government area (LGA) are being encouraged to apply for a share of $422,344 in grants on offer as part of Round 5 of Stronger Country Communities Funding (SCCF).

Council is also seeking input from community members and organisations on how it should spend its $929,158 share of SCCF Round 5.

The focus of this round of funding is on boosting the wellbeing of communities in regional NSW, with the guidelines noting;

The funding is available for project types including local community and sporting infrastructure, street beautification, projects that improve accessibility and inclusion for people with disability, projects that improve outcomes for Aboriginal people, community programs and local events.

Applications for SCCF Round 5 opened on 5 August and will close at 5pm on 23 September.

Roads update – 3 August 2022

Council no longer needs to close Wiangaree Back Road today (Wednesday) and tomorrow (Thursday). Council is converting a bridge to pipes and has been able to position the large crane needed  to lift the pipes into place in such a way to allow the road to stay open. However, expect delays if you choose to use the road today and tomorrow.

Council finished work on the new Castilles Road Bridge today and we are continuing work on new bridges on Ferndale Road, Lynches Creek Road, Campbells Road, and Bingeebeebra Road. Work is also continuing on the new Cedar Point Bridge.

Council is replacing a culvert on Collins Creek Road, while a grading crew also undertakes flood damage repairs.  Drainage crews are working on McLellands Road, Boomi Creek Road, Ryans Creek Road, Baraimal Lane, Williams Road, and will start on the Omagh Road tomorrow.

Works to construct an access track at Geneva Bridge continues.

Council is patching potholes on Clarence Way, and will begin patching Bentley Road at the end of the week before heading to Kyogle Road.

Our road construction crews are working on Hootons Road, Sextonville Road, and Mallanganee Range on the Bruxner Highway. Theresa Creek Road was sealed on Saturday.

Lions Road remains closed north of Murphy Standfield’s culvert to the border, however crews have started work to re-open the road. Council will keep everyone informed of the progress.

Meanwhile, Council will close Sextonville Road approximately 200m east of Trentys Lane from 8.30am Wednesday, 10 August to 3pm Friday, 12 August (weather permitting). Council will be replacing a culvert. Due to the nature of the works, the road will have to be closed at the culvert site. Alternative routes are available via Dyraaba Road and Trentys Lane.

 

Flood property assessment team in Kyogle

The NSW Government’s Flood Property Assessment team and Resilience NSW will be visiting Kyogle in the mobile registration vehicle on Thursday (4 August). The team can assist residents, businesses and primary producers with accessing:
  • a free property assessment, including an inspection report and repair schedule with estimated costs,
  • if required, an electrical make safe and structural inspection,
  • free property demolition if applicable and only with the property owners consent, and
  • Disaster Relief Grants.
The team will be at the Kyogle Memorial Institute Hall, 131 Summerland Way, from 9am to 3pm.
Also this week, the team will be visiting:
  •  Lismore Quadrangle Corner Dawson and Magellan St from 9am – 4pm today and tomorrow (Tuesday, 2 August);
  •  Nimbin Neighbourhood Centre, 71 Cullen St from 9am – 3pm on Wednesday (3 August); and
  •  Bunnings, 2 Bruxner Highway, South Lismore, from 9am – 3pm.

Roads update – 27 July 2022

The 30m-long steel centre truss of the Cedar Point Bridge was lifted and lowered into place by two massive cranes this morning. The remaining spans will be built out of concrete. Work on the bridge is expected to be completed by the end of August.

Work continues on new bridges on Lynches Creek Road, Campbells Road, Bingeebeebra Road, and Castilles Road and on bridge to pipe projects on Wiangaree Back Road and Ferndale Road.

Grading crews are continuing on flood damage repairs on Collins Creek Road and Hootons Road and are finishing up on Studders Lane. The Studders Lane crew will then move to Collins Creek Road to follow the drainage crew.

Flood damage drainage repair crews are working on McLellands Road and Boomi Creek Road. Another crew is constructing an access track to allow Geotech drilling rigs to access Geneva Bridge so design work can start on the Geneva Bridge landslip. This drainage crew will then move to the Ettrick/Sextonville area.

Council is patching potholes on Clarence Way and Summerland Way. Next on the priority list are Bentley Road and Kyogle Road.

Our road construction crews are working on Hootons Road, Sextonville Road, Theresa Creek Road and Mallanganee Range on the Bruxner Highway. Theresa Creek Road is expected to be sealed on Saturday.

Draft North Coast Regional Plan 2041

The NSW Government has reviewed and updated the Draft North Coast Regional Plan 2041.

The long-term vision to build a more resilient region to shield communities against natural disasters, protect its spectacular coastline and natural environment, boost tourism, and safeguard Aboriginal land. It also recognises the need for a steady supply of housing in the places where people need it.

The Department of Planning and Environment is working with The Planning Studio to undertake a range of online community engagement activities during the exhibition period to talk with communities, local groups and organisations across the region. These conversations will inform the finalisation of the regional plan.

DPE with The Planning Studio are holding the following online workshops:

  • 28 July, Thursday, 6pm-7.30, Northern Rivers communities workshop (Ballina, Byron, Kyogle, Lismore, Richmond Valley and Tweed local government areas)

Roads update – 20 July 2022

Work started on a new bridge on Lynches Creek Road on Friday and work is about to start on a new bridge on Campbells Road. Side tracks are in place for both new bridges, which are expected to take six to eight weeks to complete.
One of our bridge crews will complete the first of two bridges on Bingeebeebra Road this week and will move on to the second bridge next week. Work continues on a new bridge on Castilles Road and bridge to pipe projects on Wiangaree Back Road and Ferndale Road.
New bridges on Aspreys Road and Walshs Road were completed this week.
Grading crews are doing flood damage repairs on Collins Creek Road, Atkins Road, Studders Lane and Hootons Road.
Council is patching potholes on Mt Lindesay Road and the Summerland Way and crews are slashing roadsides in the Afterlee and the Cawongla areas.
Our road construction crews are working on Hootons Road, Sextonville Road, Theresa Creek Road and Mallanganee Range on the Bruxner Highway.

Roads update – 13 July 2022

Council has replaced a collapsed culvert on Pines Road today and will be replacing another one on Pigman Creek Road tomorrow.

Work to repair the hill section of Theresa Creek Road beyond Dugans Road was completed on Monday and the road crew has now returned to the construction job at the start of the road which was started a couple of months ago. This job is expected to take two weeks to complete.

Flood damage repairs are continuing on Collins Creek Road, while works on Baraimal Lane should be completed this week. The grader will then move to Studders Lane.

We are also undertaking flood damage repairs on Atkins Road, and completed repairs on a wet spot on Tabulam Road yesterday. The replacement of the collapsed large diameter pipe on Hootons Road should be completed this week.

Pothole patching is continuing along the Clarence Way between Tabulam Road and Bottle Creek Road. The other pothole patching crew will be working on the Summerland Way all week.

Our road construction crews are working on Hootons Road, Sextonville Road, Theresa Creek Road (as mentioned above), and Mallanganee Range on the Bruxner Highway.

Bridge construction crews are currently building new bridges on Bingeebeebra Creek Road, Aspreys Road, Walshes Road, and Castilles Road. Contractors building the bridge at Cedar Point expect to complete the job in August.

Council has finished grading Boorabee Creek Road, and the crew has moved to Baraimal Lane. When they’ve finished there, we’ll take the grader to Studders Lane.
The drainage crew is still working on Collins Creek Road in preparation for grading. The soft spot on Omagh Road is being repaired today.
Work to repair the hill section of Theresa Creek Road beyond Dugans Road should be completed on Thursday, subject to the weather. Once that section of road has been sealed, the work crew will return to the construction job on Theresa Creek Road which was started a couple of months ago.
Pothole patching is continuing along the Clarence Way and Bruxner Highway.
Lions Road remains closed north of Murphy Standfield’s culvert to the border.

Lions Road closed to all traffic

Council has again closed Lions Road from north of Murphy Standfield’s culvert to the Queensland border.
Wet weather overnight and this morning (Friday 1 July 2022) caused the landslide on the road to slip even further, leading to safety concerns.
Gradys Creek Road remains open to Murphy Standfield’s culvert.

Flood property assessment team in Kyogle

Roads update – 23 June 2022

Council will replace a collapsed culvert on Sextonville Road near Saunders Road tomorrow (Friday). The road will be closed from 8.30am to 3.30pm while the work is undertaken. Residents will be able to detour via Trentys Road and Dyraaba Road or Knights Road and Bolans Road.
Grading of Boorabee Creek Road has started. The drainage crew has moved to Collins Creek Road after fixing the soft spot on Hillyards Creek Road. Council is still grading Station Road and drainage work is continuing at the damaged sealed section of Peacock Creek Road.
Work to repair the hill section of Theresa Creek Road beyond Dugans Road is ongoing.
Council’s “soft spot” crew has completed jobs on Roseberry Creek Road, Link Road and Dingo Gully Road. The crew has now moved to Wiangaree where they are fixing the drainage around the viaduct.
Pothole patching is continuing along the Clarence Way. Council’s new Paveliner pothole patching truck fixed its first pothole on the Clarence Way yesterday. Council now has two Paveliners and the new truck will be based at the Bonalbo depot.
Forest Road has re-opened to one-lane of traffic at the landslip. The speed limit has been reduced to 40km/h, and there are give-way signs controlling the traffic flow.

Flood Recovery Centre open Thursdays throughout June

The Flood Recovery Centre at the Kyogle Memorial Institute will be open Thursday on Thursdays throughout June.

The Centre will be open from 19am-4pm.

Please note that representatives of the John Lyons Group, which is providing free property assessments for flood impacted houses, will be at the Kyogle Flood Recovery Centre on THURSDAY, 30 JUNE from 9am-4pm. If your home has been impacted by the flood, come into the Recovery Centre and discuss your property assessment needs with engineering experts and book a free property assessment.

 

Free LED lighting and solar audit for local businesses

Kyogle Council is partnering with The Green Guys Group to offer free audits for LED lighting and solar to businesses throughout the Kyogle local government area (LGA).

The LED lighting audit is open to all businesses, however the solar audit is only available to  businesses with a minimum daily energy consumption of 100kw/hr per day.

As part of the audit, the Green Guys Group, one of Australia’s largest renewable energy companies, will provide participating businesses with a tailored business case which provides a full analysis of site energy usage, current cost of energy, savings which could be generated by a renewable upgrade, rebates payable to the site owner, a payment plan (if required) and other details.

Businesses wanting to register an interest in a LED lighting audit and/or a solar audit are asked to email Kyogle Council at judy.faulks@kyogle.nsw.gov.au by 29 July 2022 providing their business name, street address, contact name and contact phone number.

They will then be contacted by The Green Guys Group to organise a site visit.  In advance of a site visit and to enable The Green Guys Group assessors to create accurate proposals, businesses seeking a LED lighting audit will need to provide the following information to them via email: business name and ABN; a full (all pages) copy of a recent electricity bill (pre-COVID); street address; and building floor plan (if available).

Businesses wanting a solar audit will need to provide all of the above plus a Google Maps image of the roof to be used for solar and roof type (material). A completed Interval Data Request form will also be required later.

Roads update – 17 June 2022

Council will be forced to close Sextonville Road near Saunders Road late next week to repair a collapsed culvert. Residents will be able to detour via Trentys Road and Dyraaba Road or Knights Road and Bolans Road. Further information on the exact date and time of the road closure will be provided on Monday.

Council’s Clarence Way pothole patching crew is moving around a bit as they tackle the worst of the potholes in different locations on the road. Rest assured the crew will remain on Clarence Way until we can’t get any more coldmix or all the holes are filled.

Another pothole patching crew is working on roads in the Kyogle urban area.

Repairs to the ‘soft spots’ on Roseberry Creek Road stalled during the week, after the excavator on the job broke down. The excavator has now been fixed and will return to Roseberry Creek Road next week.

After the road crew working on Boorabee Creek Road finishes that job and a soft spot on Hillyards Road, they will move to the gravel section of Collins Creek Road.  Temporary repairs to the Collins Creek Road were completed this week to give motorists a safe passage until the crew can get there.

Council is still grading Station Road. Work on drainage at the damaged sealed section of Peacock Creek Road did not start this week due to staff shortages. It is expected to start next week.

Work is continuing on the landslip on Forest Road, with the road closed to all traffic, while repairs to the hill section of Theresa Creek Road beyond Dugans Road have started and are expected to take a couple of weeks to complete.

Council’s new (previously unrequired) ‘soft spot’ crew is working on Roseberry Creek Road. Two soft spots have appeared on the road and causing some issues for motorists. The repairs are expected to be completed by tomorrow.

Another road crew is still working on repairs to the gravel section of Boorabee Creek Road. The work has included drain repairs. The crew is expected to remain on Boorabee Creek Road into next week.

Council is currently grading Station Road and work on drainage at the damaged sealed section of Peacock Creek Road will start tomorrow.

Council’s pothole patching crews are working on Clarence Way near Tabulam Road and the Bruxner Highway.

Appointments available with flood recovery grants teams

The flood recovery grants blitz team is being expanded to meet demand, with specialised flood recovery assessors returning to Lismore this week, along with a second team setting up shop in Casino.
Grant assessors from Resilience NSW, Revenue NSW and Service NSW will be available to assist people with each of the seven available grants for individuals, households, business
owners and primary producers.
Appointments will be held from Wednesday, 15 to Friday, 17 June at:
• Casino Golf Club, West Street, Casino; and
• Southern Cross University, Military Road, East Lismore.

Roads update – 9 June 2022

The availability of traffic controls has delayed the completion of repairs to large potholes on Lynches Creek Road under the railway viaduct. Drainage works have been completed, and the work crew will return to fix the potholes early next week.

In the meantime, the work crew has moved to the Wiangaree Back Road to remediate a number of soft spots on the road.

Council’s pothole patching crews are working on Clarence Way between Urbenville and Old Bonalbo and on the gravel section of Collins Creek Road.

Work is continuing on the landslip on Forest Road, with the road closed to all traffic. Access is being maintained via Simes Road and Gradys Creek Road.

Drainage repairs are continuing on Boorabee Creek Road and Theresa Creek Road, with repairs to Theresa Creek Road expected to start on Tuesday. A road crew is also undertaking a pavement rehabilitation project on Sextonville Road at Doubtful Creek.

Flood Recovery Centre to open every Thursday during June

The Flood Recovery Centre at the Kyogle Memorial Institute will be open one day a week through out June.

Roads update – 7 June

Council has been able to locate the optic fibre cable at the Lynches Creek Road viaduct, which will allow our work crews to make more effective repairs to the very large potholes under the viaduct. The work is expected to be completed tomorrow.

Work crews will head to Connells Road and Ellems Road on Thursday and Friday to repair  a number of “boggy” spots, which are making access difficult for all but four-wheel drive vehicles. Council expects the work to be completed in the two days.

Council’s pothole patching crews are working on Clarence Way, Afterlee Road and Ettrick Road this week.

Work is continuing on the landslip on Forest Road. It is likely to take a number of weeks to complete. Until then, Forest Road remains closed to all traffic. Access is being maintained via Simes Road and Gradys Creek Road.

Drainage repairs are continuing on Boorabee Creek Road and Theresa Creek Road. Theresa Creek Road past Dugans Road turnoff will be closed from 8am to 4pm while the works to complete the repairs, which includes flood damage works on the hill. Council is happy to work with residents to minimise any disruptions.
