Christmas-New Year closures and opening hours
/in NEWSCouncil’s administration centre will close for the Christmas-New Year period at midday on Thursday 22 December, 2022 and re-open at 8.30am on Tuesday, 3 January, 2023.
During that time, a skeleton staff will be working, carrying out regular facilities cleaning and maintenance and water and sewer operations. For emergencies during this time, please call Council’s after-hours number 6626 6800.
Operating times for Council’s waste facilities over the Christmas-New Year period are as follows:
Kyogle Waste Facility:
- Open 7:30am – 12pm: Thursday, 22 December; Friday 23, December; Wednesday, 28 December; Thursday, 29 December; Friday, 30 December.
- Open 9am – 4pm: Saturday, 24 December; Saturday, 31 December.
- Closed: Sunday, 25 December; Monday, 26 December; Tuesday, 27 December; Sunday, 1 January, 2023; Monday, 2 January 2023.
Woodenbong Transfer Station:
- Open 9am – 4pm: Saturday, 31 December; Tuesday, 3 January, 2023.
- Closed: Tuesday, 27 December.
Bonalbo Transfer Station:
- Open 9am – 4pm: Saturday, 24 December; Wednesday, 28 December; Saturday, 31 December; Wednesday, 4 January, 2023.
Mallanganee Transfer Station:
- Open 9am – 4pm: Thursday, 22 December; Thursday, 29 December.
- Closed: Sunday, 25 December; Sunday, 1 January 2023.
Please note that garbage collection services will run as normal if they fall on a public holiday.
As is always the case, all of Council’s swimming pools (Kyogle, Woodenbong and Bonalbo) will be closed on Christmas Day (Sunday, 25 December) and Boxing Day (Monday, 26 December).
Opening hours for the pools on other public holidays during this period (apart from Christmas Day and Boxing Day) are: Kyogle 10am-6pm: Bonalbo and Woodenbong 2-6pm, noting that Bonalbo pool is closed on Tuesdays.
Works update – 16 December 2022
/in NEWSThe upgrade of the Bruxner Highway at Mallanganee Range has been completed. The construction crew will move to the western side of the range to start another major project on the Bruxner Highway in February.
The rehabilitation of the Clarence Way at Sandilands will be finished next week. The first section of the road was sealed this week, with bitumen to be laid on the second and final section mid next week. This crew will then move to work on the Clarence Way north of Bonalbo near the cemetery.
The upgrade of Dyraaba Road is on schedule to be completed in January.
Due to contractor availability, the crew working on Bingeebeebra Creek Road has had to pause that job and will be completing emergency patch ups on Theresa Creek and Edenville roads next week. Work on the Bingeebeebra Creek Road job will resume in the new year.
The first section of the Clarence Way between Woodenbong and Urbenville to be remediated will be sealed next week. Some sections will be left unsealed over the break, but the crew will be back on the job early in the new year.
Landslip repairs have been completed on Dyraaba and Kyogle roads and are continuing on Oxbow, Wender, and Afterlee roads and four sites on Tabulam Road. Interim works at Geneva Bridge are on target to be completed before the Christmas break.
The new Olesons Bridge on Collins Creek Road will be open to traffic next week, while work continues on Capeen Creek Bridges numbers 1 and 2, and the new bridges on Levers Road, Tunglebung Creek, Pines and Iron Pot Creek roads.
Flood damage drainage repairs are continuing on Horseshoe Creek, Askews Dip, Tunglebung, Eden Creek, Ferndale, Pines, James, Gooley, Old Lawrence, and Hillyards roads. The crews will move to Yongurra, Bairds, Duck Creek, Capeen Creek, O’Donnell, Edenville, and Butlers roads.
Grading crews are working to repair flood damage on Joes Box, Yabbra, Brindle Creek, Proctors, and Theresa Creek roads. The next roads to be targeted will be Tree Fern, Eggins, Slaughter Gully, and Davis roads.
Seale road flood damage repairs also have started on Collins Creek Road.
Potholes are being patched on Clarence Way with an extra crew starting next week focusing on Yabbra Scrub. The pothole crews have completed jobs on Bentley and Gradys Creek roads and are currently working on Kyogle Road.
$22M for flood affected primary industries supply chain
/in NEWS- Eligible processors that experienced direct flood damage can apply for up to $2 million to support projects such as the replacement of damaged plant and machinery, business and product diversification or transporting product from outside the area.
- Processing businesses indirectly impacted by floods through major supply chain disruptions can apply for up to $250,000.
Works update – 7 December

/in NEWSFlood damage drainage crews are currently working on Wender, Tabulam, Bentley, Bean Creek, Cob O Corn, Lynches Creek , Pines, Old Lawrence, Bingeebeebra and Old Dyraaba roads.
Once the crews are finished at these locations they will move to: Tulks, Hillyards, Shorts, Brown Knob, Newtons, James, Gooley, and Saunders roads as well as the Roseberry and Boorabee catchments.
Heavy patching/flood damage repairs on Tabulam Road have been completed and the crew has moved to Mallanganee. They will then move on to Bingeebeebra Road. The second sealed roads crew will start work on Collins Creek Road soon.
Flood damage grading crews are currently working on Haystack, Gambleys, and Green Pigeon roads and are expected to be back in action at Brindle Creek tomorrow. Upcoming roads to be graded include Eggins, Joes Box, Yabbra, and Killaloe.
Council has completed repairs to landslips on Davis, Wainwrights, and Blackhorse roads. Interim repair work on the slip on the western abutment of Geneva Bridge should be completed by the end of December.
Construction crews continue to work on Dyraaba Road, the Bruxner Highway at Mallanganee Range, and on Clarence Way at Sandilands, with works at all three sites scheduled to finish in December.
Work to remediate the Clarence Way between Woodenbong and Urbenville will start next week. Sealed road flood damage repair jobs at Findon Creek Road, Theresa Creek Road and Kyogle Road are expected to start in the new year.
Pothole patching continues on Clarence Way and Gradys Creek Road. Council crews will be focusing on the higher trafficked roads between now and Christmas.
Micro pilling is in progress at Olesons Bridge on Collins Creek Road, while work is powering on at Capeen Creek Bridges number 1 and 2.
Armstrongs Bridge on Tunglebung Creek Road has been completed and the crew has moved up the road to Trynneys Bridge. Work on the new bridges on Pines and Iron Pot Creek roads continues.
The culvert crew is finishing up the culvert replacement on Wiangaree Back Road and will then move to Nolans Road.

ROADS UPDATE-2 NOVEMBER 2022
/in NEWSTemporary sealing will be carried out this week at landslip sites on Kyogle Road. Pothole patching crews are working on Bruxner Highway and Summerland Way and roadside vegetation slashing is underway on Kyogle Road.
Road construction crews continue to work on projects on Dyraaba Road, the Bruxner Highway at Mallanganee Range, and on Clarence Way at Sandilands. A construction crew is also carrying out temporary repairs to the most heavily potholed sections of Clarence Way around Medhurst.
The bridge crew at Mills Bridge on Capeen Creek Road is finishing up this week and moving on to the next double-span bridge on Capeen Creek Road where preparations will begin in readiness for piling to be carried out next week. Construction of the new Curtis Dip Bridge on Duck Creek Road is complete and once that crew has finished tidy up of the site and removal of the side track, they will move to Capeen Creek Road and start on the last load-limited bridge.
The bridge crew that completed Green Pigeon Mill Bridge late last week has now shifted to Bonalbo where they are constructing a viewing platform at the lagoon in Norman Johnston Park. Once the project is done, they will move to the far end of Collins Creek Road to replace Olesens Bridge.
At Tunglebung Creek, work is well underway on replacement of Armstrongs Bridge with the sidetrack in place, removal of the old structure complete, and the crew commencing on bulk excavation and preparation for working slabs. A bridge crew is concreting abutments and formwork at Pines Road and another is working on abutments at Iron Pot Creek Road.
Work is in progress on the replacement of a double culvert on Bolziccos Road and once this job is complete, the crew will move on to replace a culvert on Wiangaree Back Road. A second culvert crew is finalising installation of stormwater pits in Bonalbo village.
Repair of flood-damaged drainage is being done at Horseshoe Creek Road, Green Pigeon Road, Haystack Road, Baraimal Lane, Warrazambil Creek Road, Ghinni Ghi Road, Valley Road, Collins Creek Road, and Trentys Lane and flood repair grading is being carried out on Main Creek Road, Simpkins Creek Road, Blackwood Lane, and Ryans Creek Road.
Northern Rivers Employment and Industrial Land Business Survey
/in NEWSNorthern Rivers Joint Organisation and RDA Northern Rivers has commissioned HillPDA to undertake an audit of industrial and employment lands in the seven LGAs of Ballina Shire, Byron Shire, Clarence Valley, Kyogle, Lismore, Richmond Valley and Tweed Shire, which will be referred to as the “Northern Rivers”.
The Northern Rivers region is experiencing rapid growth in retail, building and construction, personal services, tourism and hospitality. Promoting economic growth and identifying future employment and industrial lands is critical to the economic well-being of the Northern Rivers and its residents.
A survey has been developed to gain the perspective of both local businesses and those that may be interested in establishing in the Northern Rivers. Your responses will be confidential and used to inform the employment land study being prepared by HillPDA.

/in NEWSThe CSIRO has been engaged to undertake a project to understand flood risk factors in the Northern Rivers region of NSW and identify flood mitigation options as part of a whole-of-catchment flood mitigation study.

This study will inform the allocation of $150 million in funding from the Federal Government to support the NSW Government to fast-track resilience efforts in the region.
They are starting the community consultation across the Northern Rivers and will be holding a Kyogle session at the Kyogle Showgrounds, Kyogle – Monday 31 October.
At the sessions you can meet with the Project Team to review the preliminary results of their flood mitigation and resilience project prioritisation and discuss your views about what measures or criteria are important to you and your community and should be used to assess the identified flood mitigation project ideas and proposals.

/in NEWSCrews are working to repair minor landslips and drainage damaged in the February/March floods on Sargents, Kyogle, Creegans, Yabbra, Gradys Creek, Lynches Creek, Iron Pot Creek, and Racecourse roads.
Once these works are completed, the crews will move on to Horseshoe Creek, Cawongla, Williams, Cedargetters, Warrazambil, Ghinni Ghi, Nolans, and Collins Creek roads.
Flood damage grading crews are working on Main Creek Road, Goanna Creek Road, Old Dyraaba Road, and Brumby Plains Road. From there, they will move to Gradys Creek Road, Ryans Creek Road, Eggins Road, and Glen Road.
Council’s construction crews are currently working on projects on the Bruxner Highway at the Mallanganee Range, Dyraaba Road, Old Dyraaba Road and the Clarence Way at Sandilands.
Pothole patching crews are working this week in Tabulam, Kyogle, and along the Clarence Way.
Piling has been completed and concrete work has started on new bridges being built on Capeen Creek, Duck Creek and Tunglebung Creek roads. Piling is expected to start on the new bridge being built on Green Pigeon Road in late September, and the new bridge on Pines Road in early October. Work has started on a side track around the new bridge site on Iron Pot Creek Road.
Council’s culvert crew completed a bridge to pipes project on Ferndale Road last week.
Critical Producers Grant applications now open
/in NEWSLocal primary producers and primary production enterprises impacted by the February/March severe weather can now apply for up to $100,000 to rebuild and recover under the NSW Government’s Critical Producer Grant.
The grants will be available to eligible primary producers in the key targeted industries of:
- Agriculture – dairy, extensive livestock (sheep and cattle), intensive livestock (pork and poultry), apiculture and broadacre cropping
- Aquaculture – oysters, mussels and fisheries
- Horticulture – turf, vegetables, berries, cut flowers and plant nurseries, perennial tree crops (nut crops, tea tree etc)
- Forestry – private native forests and timber plantations
Support available per sector is:
- Dairy – up to $100,000 per applicant
- Extensive livestock – up to $75,000 per applicant
- Intensive livestock – up to $50,000 per applicant
- Apiculture – up to $50,000 per applicant
- Broadacre cropping – up to $75,000 per applicant
- Aquaculture – up to $30,000 per applicant
- Fisheries – up to $30,000 per applicant
- Turf – up to $75,000 per applicant
- Vegetables, berries, cut flowers and plant nurseries – up to $30,000 per applicant
- Perennial tree crops – up to $75,000 per applicant
- Private native forests – up to $10,000 per applicant.
The grants aim to help primary producers and primary production enterprises to remain viable and effectively recover to support the local and state economy.
Primary producers and primary production enterprises approved for the full value of the $75,000 Special Disaster Grant in the agriculture, horticulture and aquaculture industry sectors are eligible for additional recovery support through the Critical Producer Grant. Forestry support is available for private native forestry leaseholders and timber plantation owners.

Roads Update – 7 September
/in NEWSThere has been quite a bit of action on Tunglebung Creek Road this week. Council has completed the side-track at Seccombs Bridge and started piling at Tryneys Bridge. Once the piling has been completed there, the team will move to Armstrongs Bridge. The three bridges are expected to take several months to complete.
Piling continues at bridge sites on Duck Creek Road and Capeen Creek Road, while preparation works have started on Mills Bridge on Green Pigeon Road.
Ferndale Road bridge-to-pipe is now open to traffic and the works team will move to Dyraaba Road to repair the failed culvert that has closed the road 2.5km from the Bruxner Highway. Work to replace flood damaged pipes on Boundary Creek Road has been completed and the crew is now working on a culvert at the intersection of Afterlee and Brays roads.
Flood damage repairs to drainage and minor landslips on Oxbow, Homeleigh, Lindsay Creek, Needham, Brindle Creek, Simes, Sextonville, Iron Pot Creek, Morrows, and Kyogle roads are in progress. Similar works are planned in the near future for Robb, Sargents, Williams, Hills, Connells, Jasper Iverson, Glen Arvin, Hillyards, Lynches Creek, Gradys Creek, Ghinni Ghi, and Nolans roads.
Flood damage grading crews are at Lofts Pinnacle, Collins Creek, Valley, Dyraaba and Boomi Creek roads. Eggins, Trenty, Old Dyraaba Brumby Plains, Main Creek and Glen roads are earmarked for grading next.
Council is also building an access track to undertake investigations at Lillian Rock Road landslip. In the upcoming week drilling rigs will be at several locations in the Gradys Creek area as investigations into repairing landslips on the road continue.
Road construction works are continuing on Clarence Way at Sandilands, the Bruxner Highway at Mallanganee Range and Dyraaba Road.
Council continues to patch potholes on Kyogle Road, Clarence Way, and Ettrick Road.
Roads update – 17 August 2022
/in NEWSWork has started on the construction of the new Curtis Dip Bridge on Duck Creek Road. This is the first of four new bridges that will be built on Duck Creek Road under the Fixing Country Bridges Program. Another three new bridges will be built on Capeen Creek Road in the same valley, with work on the first of those bridges expected to start next week.
Work in the new bridge on Bingeebeebra Road is expected to be finished this week, while work continues on new bridges on Lynches Creek Road and Campbells Road and the bridge to pipe conversion on Ferndale Road.
The completion of the new Cedar Point Bridge has been put back to mid-September while we wait for the bridge rail to be installed.
Works continue on construction jobs on Hootons Road, the Bruxner Highway at Mallanganee Range and Sextonville Road. The initial seal of Dyraaba Road (the first 2km from Dyraaba village) will start on Monday and will be ongoing for the next couple of months.
Pothole crews are working on Kyogle Road, Bruxner Highway, and Clarence Way.
Grading to repair flood damage is taking place on Mummulgum Creek Road, Farm Road, and Collins Creek Road. Drainage crews are working Williams Road, Barnes Road, Lions Road, Boomi Creek Road, Collins Creek Road, Iron Pot Creek Road, and Ryans Creek Road.
Vegetation control work is being undertaken on Clarence Way.
Council completed laying asphalt on a section of Anzac Drive yesterday and will lay asphalt at the intersection of Irwin Street and Kyogle Road today.
As announced last week, the Lions Road has re-opened to light traffic only. However, motorists have been warned to use extreme caution on the landslide-affected road, with traffic reduced to one lane at numerous locations.
Eight major landslips are affecting Lions Road, which has been closed since 1 July. While the landslips have been cleared from the roadway, they have not been repaired. Council has engaged Geotechnical consultants to survey the landslips and develop a remediation plan.
Applications open for Stronger Country Communities grants
/in NEWSCommunity groups, not-for-profit organisations and Local Aboriginal Land Councils in the Kyogle local government area (LGA) are being encouraged to apply for a share of $422,344 in grants on offer as part of Round 5 of Stronger Country Communities Funding (SCCF).
Council is also seeking input from community members and organisations on how it should spend its $929,158 share of SCCF Round 5.
The focus of this round of funding is on boosting the wellbeing of communities in regional NSW, with the guidelines noting;
The funding is available for project types including local community and sporting infrastructure, street beautification, projects that improve accessibility and inclusion for people with disability, projects that improve outcomes for Aboriginal people, community programs and local events.
Applications for SCCF Round 5 opened on 5 August and will close at 5pm on 23 September.

Roads update – 3 August 2022

Council no longer needs to close Wiangaree Back Road today (Wednesday) and tomorrow (Thursday). Council is converting a bridge to pipes and has been able to position the large crane needed to lift the pipes into place in such a way to allow the road to stay open. However, expect delays if you choose to use the road today and tomorrow.
Council finished work on the new Castilles Road Bridge today and we are continuing work on new bridges on Ferndale Road, Lynches Creek Road, Campbells Road, and Bingeebeebra Road. Work is also continuing on the new Cedar Point Bridge.
Council is replacing a culvert on Collins Creek Road, while a grading crew also undertakes flood damage repairs. Drainage crews are working on McLellands Road, Boomi Creek Road, Ryans Creek Road, Baraimal Lane, Williams Road, and will start on the Omagh Road tomorrow.
Works to construct an access track at Geneva Bridge continues.
Council is patching potholes on Clarence Way, and will begin patching Bentley Road at the end of the week before heading to Kyogle Road.
Our road construction crews are working on Hootons Road, Sextonville Road, and Mallanganee Range on the Bruxner Highway. Theresa Creek Road was sealed on Saturday.
Lions Road remains closed north of Murphy Standfield’s culvert to the border, however crews have started work to re-open the road. Council will keep everyone informed of the progress.
Meanwhile, Council will close Sextonville Road approximately 200m east of Trentys Lane from 8.30am Wednesday, 10 August to 3pm Friday, 12 August (weather permitting). Council will be replacing a culvert. Due to the nature of the works, the road will have to be closed at the culvert site. Alternative routes are available via Dyraaba Road and Trentys Lane.
